“Stormwater Management: Practical Solutions to Changing Conditions”... is this year’s conference theme and will feature a full day of in-depth workshops (September 26) and two full days of concurrent session presentations (September 27 & 28). The 2011 Conference will present our latest updates and the latest information regarding critical stormwater issues. Each of the Major tracks is outlined below:
CONSTRUCTION PERMIT This track will focus on lessons learned during the first year under the reissued California Construction General Permit and recent advancements in construction permits nationwide. Topics will include perspectives from dischargers, regulators, and MS4s on numeric effluent limits and numeric action levels, post-construction requirements, risk assessment, sampling and monitoring, and field compliance strategies.
INDUSTRIAL PERMIT This track will focus on the progress made under the forthcoming California statewide permit reissuance and related issues concerning stormwater management and BMP implementation at industrial sites. Topics will include innovative stormwater compliance strategies/case studies, BMP effectiveness evaluations, integrating MS4 and industrial discharge approaches, field compliance strategies, numeric effluent limits/action levels, site monitoring, proposed 2011 revisions to the California statewide permit, and practical solutions to comply with new regulatory requirements.
MODIFYING PUBLIC BEHAVIOR This track will focus on the latest challenges and solutions related to approaches to change public and business behavior including public education, training, inspections, and enforcement.
PROGRAM ASSESSMENT This track will address monitoring assessment, BMP effectiveness assessment, and program effectiveness assessment and will focus on the strategies to assess the effectiveness of stormwater programs including effluent limits, numeric action levels, data collection and setting goals and targets, implementing BMPs, changing polluting behaviors, reducing pollutant loading, attaining improvements in receiving water quality, communicating outcomes effectively to multiple audiences, as well as the latest proposed solutions and/or alternatives
REGULATIONS, PERMITS AND POLICIES This track will focus on the latest developments in stormwater regulations, policies and permits. Topics include effluent limitations, receiving water limitations, the definition of maximum extent practicable, toxicity policy, ASBSs, TMDLs, basin planning issues, and 303(d) listings.
SCIENTIFIC ADVANCES This track will focus on monitoring and the latest research into stormwater management. Topics will include data collection and evaluation, pollutant source tracking, emerging pollutants, new technologies, new monitoring and assessment tools, stormwater impacts and economic assessments.
STORMWATER TREATMENT This track will focus on presentations that feature the latest BMP designs, guidance and studies. Topics will include BMP design and implementation including case studies, facility retrofitting, regional treatment and multi-purpose facilities.
SUSTAINABLE DEVELOPMENT This track will focus on site-specific and watershed scale approaches to addressing low impact development (LID) and hydromodification requirements. Topics addressing these challenges will include integrating land use practices, integrated regional planning, watershed planning concepts, green streets, smart growth, stormwater harvesting and reuse, and coordination with other sustainability initiatives. Alternative methods and case studies for addressing the incorporation of LID and hydromodification mitigation will also be addressed.
TMDLs IN MS4 PERMITS This track will focus on the development, planning, implementation and assessment of TMDL compliance programs for MS4 Permits. Topics will include discussion of regulations and policies related to TMDL implementation in MS4 permits, addressing TMDLs in permits; and planning, developing and assessing TMDL compliance programs.
TRUE SOURCE CONTROL This track will focus on current efforts to influence various state and federal regulations to reduce or eliminate products and chemicals that are known to pollute and impair streams, lakes and rivers. Topics will include presentation of efforts and case studies addressing pesticide management and regulation, product substitutions, producer responsibility, zero waste policies, green chemistry, runoff elimination and conservation with water districts, and multi-jurisdictional approaches.
